Content | Oklahoma should adopt a "Good Samaritan" type of law that allows landowners (mostly pertaining to rural land) who improve water quality or ecosystem health the opportunity to circumvent some of the required permits through an expressed understanding with state agencies. These permits commonly increase the price of improvements outside the budget of these projects. For instance, if a landowner wants to use a flowing seep for watering livestock, they cannot develop that seep without applying for a thorough discharge permit, even though the seep would be currently discharging into the receiving body of water. |
